BATFE proposed rule published: new “Definition of ‘Engaged in the Business’ as a Dealer in Firearms”

All comments are due by Dec. 7. Using the Bipartisan Safer Communities Act of 2022 as a mandate, BATFE on Sept. 9 published the new proposed rule. According to the press release the proposed rule would require anyone who sells firearms online, at gun shows or anywhere, even from a private collection, to obtain an FFL. Public comments may be made by mail or submitted to Federal eRulemaking Portal for this rule.

Michigan: On Nov. 20, Gov. Gretchen Whitmer (D) signed three bills dealing with firearms and domestic violence: HB4945, extending the sentencing guideline to prohibit persons convicted of domestic violence from buying/owning a firearm or ammunition for eight years; SB471, adds the misdemeanor conviction of domestic violence as a prohibitor to firearms and ammunition possession; and SB582, expands the definition of domestic violence to include more events;
Nebraska—City of Kearney: The Kearney City Council meeting of Nov. 28, tomorrow, will include on its agenda an item— Adopt Resolution 2023-149A amending Resolution-149 regarding the placement of conspicuously placed signage on publicly accessed City buildings pertaining to the carrying of weapons. This resolution was passed with very little discussion and nullifies all carry permits on all city property. According to NRA-ILA, “So long as signs are posted, citizens who previously could take a walk in parks, on trails, down side streets, or even just to a municipal dumpster while legally armed will no longer be able to do so, leaving them vulnerable to criminal elements operating with the knowledge that law-abiding citizens will now be disarmed in these areas.
The City Council meeting will be held at 5:30pm on Tuesday and will be open to the public.”

A new attack on guns, gun owners, 4-H shooting programs, the NRA and the NSSF has begun with an article written by David Robb in DEADLINE, a Hollywood online news site. Using the Maine mass shooting as the link the article attacks the 4H shooting program that gets a small amount of funding from the NRA Foundation.
